What happened
Federal law (Internal Revenue Code section 7345) requires the IRS to certify “seriously delinquent tax debt” to the State Department. For 2026, that means unpaid, legally enforceable federal tax debt over $66,000 (adjusted annually) where the IRS has already filed a lien or issued a levy. Once certified, the State Department will not issue or renew your passport and can revoke the one you hold. The IRS tells you it happened with notice CP508C, sent by regular mail to your last known address, which is why many people learn about it at the passport counter. How the certification gets reversed
The IRS reverses a certification, and sends notice CP508R confirming it, when the debt stops being “seriously delinquent.” The realistic paths:
- Pay the debt in full, or
- Enter an installment agreement and keep the payments current, or
- Get an Offer in Compromise accepted, or
- Win a collection due process hearing, or
- Obtain innocent spouse relief for the liability
Filing bankruptcy, identity theft, and certain hardship statuses also block or reverse certification. Which path fits depends on your transcripts, your balance, and your financials, and that is exactly what the free case review sorts out.
